Jedes Jahr investiert Europa 87 Mrd. F & EDie Europäische Kommission (EG) hat beschlossen, den Forschern und Unternehmen die Nutzung der Ergebnisse der öffentlich finanzierten Arbeiten des 8. Rahmenprogramms zu erleichtern.

 

"Die Steuerzahler müssen nicht zweimal für die wissenschaftliche Forschung bezahlen und benötigen kontinuierlichen Zugang zu Rohinformationen. Wir wollen die Verbreitung und Nutzung der Ergebnisse der wissenschaftlichen Forschung auf eine höhere Ebene bringen. Die Daten sind das neue Öl." So sprach Neelie Kroes, Vizepräsidentin der EG und zuständig für die Digitale Agenda für Europa, die eine ehrgeizige Politik für offene Daten geschaffen hat, die von öffentlichen Stellen in der gesamten Europäischen Union generiert, erhoben oder bezahlt wird.

 

Die EU wird den Zugang zu wissenschaftlichen Veröffentlichungen zu einem allgemeinen Grundsatz von Horizont 2020, dem EU-Programm zur Finanzierung von Forschung und Innovation im Zeitraum 2014 bis 2020, offen machen. Ab 2014 müssen alle im Rahmen von Horizont 2020 finanzierten Arbeiten über zwei mögliche offene Zugangswege zugänglich sein.

 

Auf dem goldenen Weg kann der Verleger die Artikel sofort online stellen, und die Kosten für die Veröffentlichung können von der Europäischen Kommission erstattet werden. Auf grünem Wege müssen die Forscher ihre Artikel spätestens sechs Monate oder zwölf Monate lang über ein Register mit freiem Zugang für die Sozial- und Humanwissenschaften vorlegen.

 

 

Den Mitgliedstaaten empfehlen, Daten zu öffnen

 

Die Kommission hat den Mitgliedstaaten außerdem empfohlen, ein ähnliches Konzept für die Ergebnisse der Forschung zu entwickeln, die durch ihre eigenen nationalen Programme finanziert werden. Ziel ist es, bis 2016 60
