
Anfang 2013 wurde dieWeltbank Sie hat eine Initiative zur Unterzeichnung von Rahmenabkommen über die Zusammenarbeit mit Konsortien gestartet, die Dienstleistungen von Entwicklung von Solar- und Windkarten weltweit.
Nach einem Akkreditierungsverfahren wurden nur drei Konsortien in den einzelnen Bereichen ausgewählt. Der CIEMAT ist Teil eines dieser drei Konsortien zusammen mit INDRA, CENER, Geonica, Irsolav, Global Forecasters y S2M, die somit einen völlig spanischen Vorschlag darstellt.
Das allgemeine Ziel der Projekte besteht darin, das Bewusstsein der Regierungen und des Privatsektors für erneuerbares Potenzial, insbesondere für Solar- und/oder Windenergie, durch qualitativ hochwertige Entwicklungen der Solarressourcen auf nationaler Ebene und in konkreten Fällen auf subnationaler oder regionaler Ebene zu verbessern.
Die Atlas für erneuerbare Ressourcen werden in Zukunft (in die nicht in dem vorliegenden Vorschlag genannten Phasen 4 und 5) in ein Geo-Informationssystem (GIS) integriert, das den Regierungen einen georaumbezogenen Rahmen für die Ausrichtung der Investitionen in diesem Sektor bietet. Zur Erreichung dieses Ziels umfassen die Vorschläge Datendienste und die Kartierung von dreistufigen Solar- und Windkraftressourcen (wie in den spezifischen Aufforderungen angegeben). Die erste Phase besteht darin, dass die ursprüngliche Kartierung der Ressourcen auf der Grundlage vorhandener Daten und Schätzungen (Satelliten und numerische Wettermodelle) erfolgt; die zweite Phase betrifft die Planung und Durchführung von Bodenmesskampagnen; die dritte Phase besteht in der Produktion von Ressourcenatlas, die die Unsicherheit der in der ersten Phase geschätzten Ressourcen durch die Einbeziehung validierter Messwerte und anderer relevanter Daten verringern.

Derzeit beteiligt sich das ICESAT an einem Vorschlag für die Durchführung von Solar- und Windatlas in Pakistan, in Konsortien unter der Leitung von INDRA im Fall des Windatlas und von CENER im Fall des Solaratlas.
Das ICESAT beteiligt sich an diesen Projekten über die Solarstrahlungsgruppe und Gruppe "Windrecht", durch die sie seit über 20 Jahren an nationalen und internationalen Projekten zur Schätzung der erneuerbaren Ressourcen zur energetischen Nutzung beteiligt ist.
Das Portal http://www.adrase.ciemat.es/, die vom ICESAT entwickelt wurde, ist ein Beispiel für die Schätzung der Sonnenenergieressourcen auf nationaler Ebene, einschließlich eines Informationszugangsvisors.
