Die EEA nennt damit eine schrittweise "Dekarbonisierung" des Elektrizitätssektors durch Energieeffizienz in Haushalten, die Bevorzugung von erneuerbaren Energien und Kernenergie sowie die Förderung von Kohlendioxidspeichersystemen.
Die Kombination von CO2-freien Optionen ist notwendig, um eine Emissionseinsparungen von 47 Prozent zu erreichen, als notwendig, um den globalen Temperaturanstieg in den nächsten drei Jahrzehnten auf zwei Grad Celsius zu begrenzen.
