
Die NRO Transparency International weist darauf hin, dass die Mechanismen zur Bekämpfung des Klimawandels verstärkt werden müssen, um Korruption zu verhindern und Transparenz zu gewinnen. Das sagt "Globale Korruption: Klimawandel," ein 400-seitiger Bericht, der auf Beiträgen von mehr als 50 Experten basiert.
Die Gruppe mit Sitz in Berlin schätzt, dass die globalen Investitionen in diesem Bereich bis 2020 fast 700 Milliarden Dollar betragen werden (472 Milliarden Euro). "Wo große Geldmengen über neue Finanzmärkte fließen und ohne Aufsicht, besteht immer die Gefahr der Korruption," so der Bericht.
IT fügt hinzu, dass die Emissionsmärkte, das wichtigste Finanzinstrument zur Bekämpfung des Klimawandels, weiterhin Opfer betrügerischer Aktivitäten sind. Die Anschuldigungen gegen einige Akteure des Sektors haben sich auf die Integrität des Mechanismus für umweltverträgliche Entwicklung (CDM) ausgewirkt, der die Emissionsreduktion fördert. Dieses System wurde ebenfalls kritisiert, weil es zu undurchsichtig und nicht zu zusätzlichen Emissionsreduktionen geführt hat.
"Diese Lehren müssen bei der Schaffung neuer Märkte berücksichtigt und zur Verbesserung und Reform bestehender Mechanismen genutzt werden," so IT-Experten.
"Die neuen Technologien, die zum Ersatz fossiler Brennstoffe benötigt werden, hängen oft von natürlichen Ressourcen ab, und es ist wichtig, dass die Industrie, die diese Ressourcen nutzt, transparent ist und die an Regierungen geleisteten Zahlungen öffentlich informiert, damit die Bürger kontrollieren können, ob die erzielten Gewinne zu ihrem Vorteil eingesetzt werden," so der IT-Bericht.
