
Der Entwurf, der die neuen Steuern auf die Stromerzeugung, erneuerbare und nicht erneuerbare Energien sowie eine Gebühr für die Erzeugung von Kernenergie und Wasserkraft enthält, ist bereits fertig.
Die Summe aller vorgeschlagenen Maßnahmen beläuft sich auf 6.830 Mio. EUR, ihre Umsetzung wird durch einen Gesetzentwurf geregelt, 4% (zwei Euro pro in Rechnung gestelltes MGW) für alle Technologien der Normale Drehzahl (Nuklear, hydraulische und kombinierte Gaszyklen). Für die Generation in SonderregelungDer Plan unterscheidet zwischen bedienbaren und nicht bedienbaren Energien für die Anwendung verschiedener Arten. Von allen ist die Art der Anwendung auf die Windkraft (11% und 400 Mio.) und Photovoltaik (19% und 550 Mio).
In Verbindung mit der allgemeinen Steuer Kernkraftwerke und Wasserkraftwerke werden eine zusätzliche Abgabe entrichten. Bei der Kernenergie sind es 10 Euro pro MGW (Einnahmen von 550 Millionen) und bei Wasserkraftwerken 15 Euro (Einnahmen von 400 Millionen). Außerdem wird ein Zuschlag von vier Cent pro Kubikmeter auf gasförmige Kohlenwasserstoffe erhoben, der 1.150 Millionen einbringen soll. Ab 2013 kommen Versteigerungen von Emissionsrechten hinzu, die weitere 900 Millionen einbringen sollen.
Der Plan sieht auch vor, auf öffentliche Schulden um 2,1 Mrd. EUR zu erhöhen, um das Defizit zu tilgen.
Bei den Durchführungsmaßnahmen auf der Grundlage eines Dekrets wird die Vergütung für den Energietransport um 50 Mio. EUR und die Zahlung von 100 Mio. EUR für den Dienstleistungssektor auf den Inseln Ceuta und Melilla gekürzt.
Die Umsetzung dieser Maßnahmen im Bereich der thermosolaren erneuerbaren Energien hätte geringere Auswirkungen, und Photovoltaik ist am stärksten betroffen, die vor den Folgen weiterer Kürzungen gewarnt haben, auch für die Banken, die ihnen Kredite zur Entwicklung der Anlagen zur Verfügung gestellt haben.
