
Die Europäische Kommission veröffentlicht eine Entscheidung, die die Mitgliedstaaten verpflichtet, die Funkfrequenzen bis spätestens 30. Juni 2014 und Festlegung harmonisierter technischer Bedingungen, die das Nebeneinander verschiedener Technologien ermöglichen.
Mit dieser Erweiterung wird die EU bis zum doppelt so große Frequenzen für Hochgeschwindigkeits-WLAN-Breitband, d. h. 1.000 MHz.
120 MHz erhöhen
Die Europäische Kommission hat eine Entscheidung veröffentlicht, um 120 MHz für die vierte Generation (4G)-Technologien um das 2-GHz-Band hinzuzufügen. Dieses Band wird derzeit ausschließlich für drahtlose Kommunikation im Rahmen des UTMS (Universal Mobile Telecommunications System) genutzt, die so genannten 3G-Netze. Daher müssen alle Mitgliedstaaten das Frequenzspektrum bis zum 30. Juni 2014 öffnen. Mit der Entscheidung wird die harmonisierte Liberalisierung des 2-GHz-Bands (1920-1980 MHz zusammen mit 2110-2170 MHz) in allen Mitgliedstaaten umgesetzt, so dass die künftige Nutzung des Frequenzbands nicht zu einer Fragmentierung des Binnenmarktes führt. Im April 2011 legte die Kommission neue technische Standards für die Nutzung von 4G-WLAN-Breitbandgeräten vor.
Die Kommission weist ferner darauf hin, dass die Mobilfunkbetreiber mit dieser Entscheidung ihre Investitionsmöglichkeiten in verbesserte Mobilfunknetze erweitern werden, was der Wirtschaft insgesamt und im Laufe der Zeit zugute kommen wird, und dass die Verbraucher schnellere Datenübertragungen und eine größere Zahl von Breitbanddiensten erhalten werden. Er fügt hinzu, dass die Lockerung der Nutzung von Frequenzbändern durch die Beseitigung technologischer Beschränkungen eine kostengünstige Möglichkeit sei, eine fortschrittliche drahtlose Infrastruktur zur Deckung der Marktnachfrage zu schaffen.
Darüber hinaus wird die Ausweitung des Zugangs zu Funkfrequenzen für 4G-Technologien einen wesentlichen Beitrag zur Erreichung des Ziels der Digitalen Breitbandagenda leisten, die eine weltweite Breitbandversorgung in der EU von mindestens 30Mb/s bis 2020.
