Derzeit wird diese Verbindung anhand von Verbrauchsprofilen berechnet, obwohl die Regierung darauf abzielt, dass jeder Nutzer das Licht für den Preis zahlt, zu dem er zu diesem Zeitpunkt am Markt notiert ist, was nur durch intelligente Zähler möglich ist.
Notwendige Verbesserungen
In dem Bericht wird auch betont, dass zur Nutzung der "Funktionalitäten intelligenter Zählersysteme" und zur Verbesserung der Verbraucherinformation neue Kommunikationswege zwischen Benutzer und Gerät, sei es über eine Website oder zusätzliche Geräte, analysiert werden müssen.
Er hält es für "unverzichtbar" die Ausarbeitung einer spezifischen Regelung für diesen Datenaustausch zwischen den Akteuren sowie für die Informationssicherheit außerhalb des Plans für den Austausch von Zählern selbst.
Er fordert ferner die Entwicklung von "Verfahren und Formaten" für den Zugang zu Informationen der Händler und hält es für "notwendig" für erforderlich, Verbraucherinformationskampagnen zu entwickeln, in denen die "Möglichkeit" dieser Messgeräte und ihre Funktionalität näher erläutert werden.
